Rehabilitation & Re-Entry

Sixty-five percent of the inmates in the U.S. have a substance use disorder (SUD). The Office of Health Services administers five SUD programs that focus on the needs of the ADOC inmate population.

• The Residential Substance Abuse Treatment Program (RSAT), also called ‘Crime Bill’ due to Act Number 2024-426, is a 6-month residential program offered at eight facilities. RSAT incorporates the Medication for Opioid Use Disorder (MOUD) program into its curriculum.
• The 8-Week Substance Abuse Program (SAP) utilizes an evidence-based program developed by The Change Company.
• The 8-Week Co-Occurring Disorder Program addresses SUD issues as well as psychological/psychiatric issues experienced by inmates.
• The 8-Week Matrix Intensive Substance Abuse Program, consistent with the Substance Abuse and Mental Health Services Administration of the U.S. Department of Health and Human Services, specializes in the treatment of stimulant use and abuse.
• The 120-Hour Relapse Preventation Program supports individuals who have completed one of the other programs offered as they re-enter general population.

ACI is a self-supportive division of the Alabama Department of Corrections. There are seven plants located at state correctional facilities. ACI provides meaningful work for inmates while teaching valuable work and life skills. This provides quality of life for those who remain incarcerated and opportunity for those who will rejoin the workforce upon release from incarceration. Inmates apply and interview for jobs.

J.F. Ingram State Technical College Partnership

ISTC is the sole correctional education provider in the state for adult education including GED services, career technical programming, and soft skills training. Courses include Welding, Carpentry, Masonry, Electrical, Drafting and Design, Barbering and Cosmetology, HVAC, Logistics and Supply Chain Management, Automotive Mechanics, Horticulture, Commercial Driver’s License, Office Administration, Cabinetry, Marine Technology, Industrial Maintenance, and plumbing.

ISTC also operates the Alabama Therapeutic Education Facility, a residential facility providing behavioral, vocational, and educational services to prepare inmates to enter the Work Release Program.

Alabama Department of Labor Partnership

The ADOC partnered with the Alabama Department of Labor to establish a Career Center at the Tutwiler Women’s Facility. The center works with ISTC to prepare inmates for reentry into the workforce. There are plans for more career centers inside other facilities.

The Re-entry Program at Limestone Correctional Facility, with an average daily population of 100, continues to serve the state’s inmate population. Inmates within 18 months of release are sent to Limestone to complete the 180-day program in preparation for re-entry into society.

Re-entry 2030

The ADOC joined Re-entry 2030, a nationwide initiative aimed at scaling re-entry success for people transitioning from incarceration to their communities. Through this initiative, Alabama aims to reduce recidivism by 50 percent by 2030. Driving this initiative in the state is the Alabama Re-entry Commission. ADOC Commissioner serves on the commission whose mission is to remove barriers to re-entry and thereby reduce recidivism.

The ADOC Chaplaincy Division manages over 3,500 volunteers and administers hundreds of pastoral programs at the state’s correctional facilities. These programs are offered and presented by community partners such as:

The ADOC Pre-Release and Re-entry Program provides life enrichment classes, community resources, and reentry services available through the state. This program provides an opportunity for inmates to develop basic living skills to allow successful transition back into the community after release from incarceration.

The Community Corrections Program (CCP) is a community-based program that provides local supervision for residential and/or non-residential offenders, to include evidence-based treatment programs and services to help reintegrate offenders into the community. A judge may sentence a defendant directly to a CCP as a prison diversion or to a CCP after a period of incarceration.
