F. Allen
Commissioner Richard F.
Allen was appointed by Governor Bob Riley on February 15, 2006. Governor
Riley directed Commissioner Allen to implement the recommendations of his Task
Force on Prison Crowding and in the process to give priority as follows:
(1)
public safety
(2)
safety of our corrections officers and
departmental staff
(3)
provide humane and constitutional
conditions of incarceration in all facilities
(4) provide educational and job training where appropriate
(5)
and to ensure that the spiritual needs of those in our prisons are met
Allen served as Chief Deputy Attorney General under three Alabama Attorneys
General -- Jeff Sessions, Bill Pryor and Troy King, retiring on December 31,
2004. Allen graduated from the University of North Alabama in 1963 with a
degree in Math and Chemistry. He served for seven years during the 1960s in the
U.S. Army in various command and staff assignments in Vietnam and West Germany,
leaving active duty in 1970 to attend law school. After graduating from the
University of Alabama School of Law in 1973, he served as law clerk for
then-Chief Justice Howell Heflin on the Alabama Supreme Court and later served
as Chief Legislative Assistant to Senator Heflin. Between periods of public
service, Commissioner Allen practiced law for the Montgomery law firm of Capell
and Howard while continuing his military career in the United States Army
Reserve. He retired as a brigadier general from the
Army Reserve in 1993. Allen, a native of Decatur, now resides in Prattville.

Chief Deputy Vernon
Barnett
Mr. Barnett
formerly worked as
Governor Bob Riley's Deputy Legal
Advisor between May 2004 and February 2006. In that role,
Barnett served as lead advisor to the Governor's Task Force
on Prison Crowding and was instrumental in developing the
package of prison reforms that Governor Riley submitted to
the Legislature in 2006. Barnett previously served as
Deputy Solicitor General and as Assistant Alabama Attorney
General from 1997-2004. He graduated from Vanderbilt
University in 1992 with a Bachelor of Arts in European
History and later received his Jurist Doctorate from the
University of Alabama Law School in 1997.

Deputy Commissioner
Greg Lovelace
Mr. Lovelace has
served ADOC since 1999 under three different
administrations. Born and raised in Valley, Al., Lovelace
worked in numerous positions during a 24 year career with
the Chambers County Sheriffs Office before joining the
Department of Corrections.

Deputy Commissioner Terrance McDonnell
Mr. McDonnell is a Montgomery native, began his career with ADOC in 1981 at
Staton Correctional Facility as a COI. McDonnell worked his way through the
ranks of Sergeant, Lieutenant and Captain at Kilby, as Warden II at Ventress,
Tutwiler, and Frank Lee, and as Warden III at Ventress, Tutwiler and Kilby. He
received a Bachelor of Science in Criminal Justice from Auburn University
Montgomery (AUM) in 1983, and a Masters Degree in Criminal Justice from AUM in
1987.
McDonnell leaves his post as
Warden III at Kilby and has been appointed as Deputy Commissioner over Program
Services.

Associate Commissioner
Ruth Naglich RN, BSN
Ms. Naglich is the Associate Commissioner of Health Services for the Alabama Department of
Corrections (ADOC). She is responsible for the administration of medical and
mental health services to over 26,000 incarcerated individuals within the ADOC's
30 correctional institutions. Ms. Naglich has more than 20 years of healthcare
administration and clinical experience, with 16 years specific to the medical
specialty of correctional healthcare. Her background includes business
development, education and training, public health and correctional healthcare
administration. She has served as a correctional healthcare advisor and
consultant to both private and public healthcare and correctional organizations,
including the Correctional Medicine Institute, a not-for profit institute formed
by faculty members of the Division of Infectious Diseases at Johns Hopkins
University School of Medicine
Ms Naglich, a native of St.
Louis, Mo., now resides in Wetumpka.

Associate Commissioner James H. DeLoach
Associate Commissioner James H. DeLoach was appointed to his current position by
Commissioner Richard F. Allen on July 2, 2007.
Mr. DeLoach is a graduate of Alabama State University with a B.S. degree in
Criminal Justice. He is also a graduate of the Montgomery Police Academy.
Associate Commissioner DeLoach began his career
with the Alabama Department of Corrections in 1976 as a Correctional Officer.
He worked his way up through the ranks being promoted to Sergeant and Lieutenant
at the Grove Hill Work Release. He was promoted to Captain at Draper
Correctional Facility in 1983. Mr. DeLoach was also promoted to Assistant
Warden at the West Jefferson (Donaldson) Facility. He also served as Assistant
Warden at the St. Clair Correctional Facility for eight years until his
promotion to Warden at the Bullock Facility in 1993. Associate Commissioner
DeLoach also served as the Warden at Draper Correctional Facility until
accepting the position of Associate Commissioner for Operations.

Special Assistant Anne
Adams Ms. Adams
of Montgomery joins ADOC from the Attorney General's capital
litigation division, where she had worked since 2001. Adams
earned a Bachelor's degree from the University of Alabama in
1997, followed by a law degree in 2001.
